(1) A civil servant should show proper respect to his superiors and treat his inferiors properly.
(2) Civil servants shall not engage in gambling, gambling, drinking alcohol in public, or any other such behavior that is reprehensible in society.
(3) Civil servants should always strive to increase public trust towards the Government of Nepal and the civil service.
